1 tbsp cider vinegar
1/2 cup mayonnaise
1/2 cup sour cream
3/4 cup buttermilk
2 cl garlic -- minced
1/2 cup fresh chives -- chopped
1/4 cup fresh parsley -- chopped
1 tbsp fresh tarragon -- chopped
1 tbsp fresh basil -- chopped
2 tbsp capers
salt and pepper

Beat together vinegar, mayonnaise, sour cream, and half of buttermilk. Stir in garlic, herbs, capers, and remaining buttermilk. Season with salt and pepper, if desired.
